تتمتع المعارضة البرلمانية بجملة من الحقوق تم التنصيص عليها في المادة 116 من التعديل الدستوري لسنة 2020، ومن بين هذه الحقوق حق المشاركة الفعلية في الأشغال التشريعية وتخصيص جلسة شهرية لمناقشة جدول أعمالها الأمر الذي يشكل قفزة نوعية تتمثل أساسا في مساهمة المعارضة البرلمانية في صناعة القاعدة التشريعية من جهة، وتعميق للرقابة على أعمال الحكومة من جهة أخرى بهدف إعادة التوازن بينها وبين الأغلبية البرلمانية.
وعلى هذا الأساس جاءت هذه الورقة للبحث في هذا الدور المناط بها في هذا المجال.
كما نستعرض أهم النتائج حول الموضوع، وبعض الاقتراحات التي من شأنها زيادة فعالية وجودة العمل التشريعي.
Abstract EN
The parliamentary opposition enjoys a set of rights stipulated in article 116 of the constitutional amendment of 2020, among these rights is the right to actual participation in legislative work, and the allocation of a monthly session to discuss its agenda.
which constitutes a qualitative leap, mainly represented in the parliamentary opposition's contribution to the legislative base on the one hand, and the deepening of oversight of government actions on the other hand, with the aim of restoring balance between it and the parliamentary majority.
on this basis, this paper came to examine this role entrusted to it in this field.
we also review the most important findings on the subject, and some suggestions that would increase the effectiveness and quality of legislative and oversight work.
