The Algerian legislator introduced the technique of selling real estate on designs as an important mechanism to confront the housing crisis by issuying Law No.

11-04, according to which the legal relationship between the subscriber and the real estate promoter was established in this type of contract.

This law adopts strict legal rules that define the obligations of each party and ensures the respect of the real estate promoter for his commitments towards the subscriber as being described as the weakest party in this type of relationship.

Moreover, the Algerian legislator arranged for the real estate promoter civil and criminal legal responsibilities, the adoption of criminal responsibility was of great importance since it helped put an end to the numerous abuses that made the citizen a hostage in the grips of some promoters, as a result, the penal law intervention in the field of real estate promotion gives greater protection and guarantee to the rights of house owners.
