Among the objectives of the construction and reconstruction policy in Algeria is the provision of housing for citizens of all kinds through Legislative Decree No.

93/09 of 01/03/1993 in the first stage and then through Law 11/04 of 17/02/2011 which came to address the shortcomings contained in this sector.

There have been achieved during the past ten years, not enough, despite the financial support provided by the state to the citizen in this area.
