A good legal building condition is achieved by respecting a certain number of administrative licenses imposed by the Building Code, and the most important of these licenses is the necessity of obtaining an ownership contract, a building permit and a certificate of conformity, It is noticed that the practical reality showed the presence of many buildings that do not conform to these legal specifications Through this, the Algerian legislator hastened to adopt a preventive policy to limit illegal construction on the grounds that it is based on a territory without obtaining a prior license or legal licenses, Therefore, a new procedure known as achieving conformity of buildings was adopted under Law 15-08 related to the rules of conformity of buildings and the completion of their completion.

Therefore, this study will be carried out within the framework of the settlement of buildings built on the property of the state and its local communities.
