Who cameinthe context of the lowness of oil revenues and the need to diversify the funding modes of projects, alleviating the burden on the State budget, and reliance on some modern financing, realization and management models with a various forms of delegation, in order to improve the public service which provides.

Although there is some legal loopholes but it is a real quantum leap for recover the good status of the public service, this is because of the inefficiency of traditional means of public administration, and because of the receding of the authoritarian concept of public service, which was always attached to him and was distinguish him, by the transformations that touches the idea of delegation and the development of public service management techniques.
