تعد الوقاية من الامراض المعدية و الإجراءات البيطرية للقضاء عليها في جميع انحاء العالم منفعة عامة، و ان لهذه الانشطة فوائد كثير تعمل على تطوير الانتاج الزراعي و الصحة العامة و رعاية الحيوانات لغرض وصول المنتجات الحيوانية الى الاسواق و تحقيق الامن الغذائي للتخفيف من حدة الفقر في المناطق الريفية، و تعتمد اساليب الوقاية و مكافحة الامراض جزء من الادارة الجيدة للخدمات البيطرية بما يتوافق مع معايير و ارشادات منظمة الصحة و الغذاء العالمية بشان مكافحة الأمراض، و تعد الخدمات البيطرية من صميم نظام الوقاية من الامراض ذات المنشاء الحيواني، و يمثل الاكتشاف المبكر و الاستجابة السريعة لتفشي الامراض الحيوانية احد الركائز المهمة في جميع انحاء العالم بهدف تحسين انظمة الوقاية البيطرية من الامراض و هذا يحتاج الى تشريعات و قوانين، اذ تحتاج الدول النامية الى تشريعات مناسبة و موارد بشرية لبناء قدرات ادارية و صحية عالية من اجل حماية الحيوانات من الامراض و بالتالي تحسين الصحة العامة و تحقيق الامن الغذائي و سلامة الغذاء، و يعمل العراق على الوقاية من الامراض و مكافحتها من خلال العديد من الاجراءات و التي تشمل القوانين و القرارات المتعلقة بمكافحة الامراض المعدية و كذلك الابلاغ عن الامراض المعدية و وضع سياسه وطنية للوقاية من الامراض و وضع برنامج للقاحات البيطرية، و تعد سياسة الامن الحيوي المتخذة لحماية صحة الانسان و الحيوانات من المخاطر الحيوية ضرورة في حاله تفشي المرض في المناطق الخالية منه، اذ ان تطهير المنشأت و المعدات و المركبات بالتزامن مع الحجر البيطري او السيطرة على حركة الحيوانات غالبا ما تكون كافيه لمنع انتشار العامل الممرض، حيث يجب تنفيذ تدابير الامن الحيوي المناسبة في جميع انحاء العالم.
Abstract EN
Agricultural production, food security and safety, public health animal welfare, access to markets and alleviation of rural poverty have been achieved by controlling on veterinary services to prevent animal disease.
World organization for animal health guidelines focus on controlling of animal disease which depends on good governance and veterinary services quality.
The aim of veterinary services is controlling and preventing animal disease some of other aspects; it's responsibility of early detection, rapid response to outbreaks of emerging or re-emerging animal disease, optimizing quality and effectiveness of disease prevention and control systems based on suitably adapted legislation and protect animal health as well as public health.
Iraq has been focusing on controlling and preventing animal diseases through several aspects such as implementing laws, resolution on combating communicable disease, reporting communicable disease, setting a national policy for disease preventing and introducing health and vaccination programmers.
Human and animal health have been protected from biological risks prevent pathogen spread in case of disease outbreak in a non- endemic area, disinfection of establishments, equipment and vehicles and temporary ban of movements animals.
