Natural resources are among the most important sources of financing the general budget, especially since Iraq depends on oil and gas to finance the budget; As the Iraqi constitution deals with oil and gas in Articles (111 and 112), oil and gas is considered the property of the Iraqi people in all regions and governorates.

Article (112) talks about the management of this wealth, as it made the management of oil and gas in the current fields be in cooperation between the federal government, the region and governorates that are not organized in a region But the constitution did not mention the future fields.

Who will manage them? Is the federal government in cooperation with the region and the governorates that are not organized in a region, or is it left to the region and the productive provinces.
