it shapes the major orientations and expresses a vision of Algeria's international relations.

even if it is contingent, foreign policy does not function, unlike diplomacy, according to the circumstances of the moment, the mood of men, the whims of international time, or errors of route or course.

a foreign policy is worth its weight in gold when its objectives are coherent.

foreign policy is not a public policy like any other.

therefore, to understand it, it must be thought out.

this is the observation that I would like to illustrate in my discussion of Algerian diplomacy toward the Libyan crisis.
