Arabic Abstract
تناولت الرسالة موضوع تطبيقات الإدارة للذكاء الاصطناعي في اتخاذ القرارات الإدارية و تسليط الضوء على اشكاليتين رئيسيتين: تتعلق الإشكالية الأولى بطبيعة القرارات التي تتخذ بواسطة تطبيقات الذكاء الاصطناعي والإشكالية الثانية فتتعلق بمدى ملائمة استخدام تطبيقات الذكاء الاصطناعي وتأثيرها في عملية صنع و تكوين قرارات إدارية خالية من الخطأ، للحد من البيروقراطية الإدارية وعدم ضياع الجهد والوقت لصناع القرار الإداري والحفاظ على حقوق الأفراد من الضياع.
اتبعت الباحثة المنهج الوصفي التحليلي بالرجوع إلى نصوص القوانين والتشريعات.
إن أهم ما قدمته الباحثة من توصيات ضرورة وضع تشريع قانوني متكامل لغرض تنظيم الأتمتة الذكية في كافة أنشطة الإدارة العامة.
وضرورة الاهتمام بالبنى التحتية لتطوير البرامج الإلكترونية لغرض نجاح أنظمة الذكاء الاصطناعي في مساندة صانعي القرار الإداري في اتخاذ قراراتهم.
English Abstract
The letter addressed the topic of management applications for artificial intelligence in making administrative decisions and highlighting two main problems: the first problem relates to the nature of decisions made by artificial intelligence applications and the second problem related to the appropriate use of artificial intelligence applications and their impact in the process of making and forming administrative decisions free of error،to reduce administrative bureaucracy and not to waste effort and time for administrative decision makers and to preserve the rights of individuals from being lost The researcher followed the descriptive analytical approach by referring to the texts of laws and legislation.
The most important recommendations made by the researcher are the need to develop integrated legal legislation for the purpose of regulating smart ization in all activities of public administration.
The need to take care of the infrastructure for the development of electronic programs for the purpose of the success of artificial intelligence systems in supporting administrative decision makers in making their decisions.
