The right to freedom of opinion and expression is one of the rights that states seek by various means and mechanisms to protect it and make sure to provide adequate guarantees for this, as it is one of the rights that has a universal character and that gained this characteristic from the womb of the international human rights conventions starting from the declaration universal human rights to the European charter and the American charter and the international covenant on political and civil rights there is no doubt that the language of positive dialogue, based on tolerance among human beings, will contribute to overcoming any challenges experienced by societies in which nationalities, races and other heterogeneous factors varied.

unfortunately, a large part of humanity is still living due to historical differences or beliefs, whether they are real.

a mother made by the colonizer creates a barrier to coexistence in peace, to take lives from time to time, and to incite hatred to be a weapon and a tool in fueling the fire of sedition and spreading the spirit of revenge among human beings.

for this purpose, it will try to discuss in the first parts freedom of expression and related rights, the second parts incitement to sectarian hatred, identify the concept of incitement and identify hatred, shed light on the linguistic and idiomatic concept of incitement to hatred on the one hand, while the second discusses the scope of forms of incitement to hate speech.

the third part is the Takfiri current from the perspective of the leader of the revolution, the fourth part is incitement to hatred in Islamic jurisprudence, the fifth is the attribution and the international covenants to limit freedom of expression, article 10 of the European charter of human rights.
