The Iraqi state has tended to follow several policies with the aim of protecting citizens, the foremost of which came in the general security policies to combat terrorism, especially the terrorist entity ISIS, in light of the rising voices calling for the need to confront the growing terrorism by expanding criminalization and tightening punishment to reduce it, as several elements came to deal with the phenomenon.

terrorism in its various security, psychological, economic, media and social aspects, and in light of the Iraqi reality and its various changing facts, the phenomenon of terrorism, especially after the entry of the terrorist entity ISIS and its occupation of vital areas in 2014, became an Iraqi concern with distinction, which obligated the Iraqi state to follow several policies to preserve its entity and its future, both at the internal level and external.
