Abstract EN

This research aims to identify one of the legends of science and politics in the ArabIslamic history of the city of Andalusia، as the latter witnessed during his reign scientific progress and intellectual prosperity ، namely، the Umayyad ruler، Al-Hakam AlMustansir and its impact on history his city، and this stud also dealt with his efforts in authority and bringing him closer to scholars، writers and described as "the most famous library in Islamic history " and thus wrote his name in the book of biographies of prominent figures in the Arab-Islamic civilizations .
