Abstract EN

in this article, we illuminate an important subject, which is the public participation in the urban improvement; It was examined from the administrative obstacles imposed on the neighborhood committees by the local authorities of the city which limits their participation in the production of an urban city; where the inhabitant live enjoying all his rights.

at first we presented the theoretical heritage of the study variables, then we devoted part of the study to field research using the descriptive approach and distributing cards to a sample of neighborhood committee leaders in Biskra.

we have concluded that there is no serious coordination framework between local authorities and neighborhood committees, due to bureaucracy and decentralization in decision-making by local authorities who are largely unaware of what that the neighborhood committees can offer to the neighborhood; which will naturally reflect on the whole city and give it an urban character.
