Abstract EN

The great development of new technologies had a profound impact on the human rights system.

this led to the adoption of a new generation of human rights called “digital human rights”.

"the right of access to information" is among these new digital rights and freedoms recognized in the Maghreb constitutions and legislation, which is a fundamental right of all digital human rights and an integral part of the right to express opinions, freedom of expression and information.

it enshrines the right of citizens to be informed of all matters affecting them, and thus embodies “the participatory democracy, citizenship rights and the promotion of good governance”.

the realization of access to information right also requires the strengthening of what’s called "internet democratization" and the opening of the global network to citizens by facilitating access to it and the use of its services.

in addition to the exercise of freedom of expression and opinion on electronic platforms, without the imposition of restrictions or obstacles, in order to implement the digital human rights system.
