ينظر للجمعيات ذات النفع العام ككيانات فاعلة في المجتمع، تشكل سندا في تنفيذ السياسات العمومية للدولة في مجالات متعددة منها الاجتماعي والتربوي، الرياضي، الثقافي والبيئي.
هذا الدور الريادي للمجتمع المدني المهيكل ضمن جمعيات جعلها محل دعم مالي من طرف الدولة والجماعات المحلية لتمويل تسيير برامجها وتحقيق أهدافها من خلال الإعانات المالية التي تمنح لها، وبالنظر لطبيعة التمويل كأموال عمومية عمد المشرع الجزائري إلى وضع مجموعة من النصوص القانونية والتنظيمية لتأطيرها ورقابتها من حيث منحها وضمان متابعة استعمالها وفق الأهداف المسطرة من طرف الجمعية في اطار تحقيق المصلحة العامة، ويتم ذلك من خلال منظومة الرقابة المتعددة الأشكال التي وضعها المشرع كالرقابة الداخلية التي تقوم بها السلطة المانحة ورقابة مالية قبلية وبعدية تختص بها أجهزة إدارية متخصصة، الهدف منها ضمان الاستعمال الأمثل للمبالغ الممنوحة لهاته الجمعيات بما يتطابق والأحكام التشريعية والتنظيمية التي تحكمها لا سيما شروط وإجراءات الاستفادة من الإعانات وكيفية استعمالها.

The associations of public interest are seen as active entities in society, which form a support in the implementation of the state's public policies in various fields such as the social, educational, sports, cultural and environmental fields.
this pioneering and structuring role for associations made them the subject of financial support from the state and local groups to finance the running of their programs and legal and organizational to frame and control it in terms of granting it and ensuring the follow up of its use in accordance with the objectives set by the association within the framework of achieving the public interest.
including ensuring the optimal use of the amounts granted to these associations in accordance with the legislative and regulatory provisions that govern them, especially the conditions and procedures for benefiting from subsidies and how to use them.
