Then, after signing the Oslo Accords in 1993, Hamas issued its political document that defined the nature of its political work.

In 2006, the movement participated in the legislative elections and formed the tenth government alone, despite its refusal to participate in the 1996 legislative elections.

Then Hamas carried out the military coup and took control of the Gaza Strip in 2007, which left it with two options, either continuing with ideological militancy or adapting with governance obligations.

However, Hamas preferred to adapt its ideology to open a window into the outside world, completely abandoning the charter and its close association with the Muslim Brotherhood movement, And that is through the issuance of the Public Policy Document in 2017.
