التباري الاستراتيجي عملية عقلية قائمة على توظيف أدوات القوة واستغلال الظروف القائمة بالطبيعة أو المصطنعة لإقناع أو إكراه الخصوم على عدم تبني الخيارات الخطيرة، تشجيعهم على التعاون، منعهم من اتخاذ القرارات المميتة المؤدية إلى نشوب الحرب، تبني السياسات المناسبة، وغيرها من الغايات المطورة من قبل أنصار نظرية المباريات في تحليل العلاقات الاستراتيجية الدولية.
يعتبر عنصر القوة المادية عامل حاسم في نجاح عملية التباري الاستراتيجي، على افتراض أن وجود الحجم الكافي والفعلي من القوة العسكرية سيرفع الكلفة المتوقعة من وراء الانخراط في أي نزاع مسلح، ويجعل أطراف اللعبة يقتنعون بأن المضي في أي خيار أو قرار في هذا الاتجاه سوف تتجاوز خسائره أي أرباح أو مكاسب متوقعة من وراء شن الحرب.
يمكن أن يتعزز دور القوة المادية في تفعيل الدبلوماسية الدفاعية بنظيرتها غير المادية أو ما يسمى "بالقوة الرمزية" المحددة أساسا في الحملات الإعلامية، الدعاية السوداء، الحملات السيبرانية الدعائية التي تستهدف تشويه سمعة الدولة وقادتها، تضخيم الخطر، توجيه الرأي العام أو التلاعب به، خلق الفوضى الأمنية، نشر المعلومات المغلوطة، وغيرها من الأساليب الموجهة نحو إقناع الخصم بعدم القيام بالأفعال الشريرة أو ثنيه عن اتخاذ أو تنفيذ قرارات معينة، وفي نفس الوقت تهشيم تماسك تفكيره.
النتيجة العامة، التباري الاستراتيجي مقاربة صانع القرار المناسبة لتخطي تحديات تعقيد البيئة الدولية، مأزق الدفاع، ومأزق الحرب.
Abstract EN
Strategic playing is an operation basis on using power tools and seizing conditions to persuade or coerce adversaries to do not to adopt dangerous options, encourage them to cooperate, prevent them to take lethal decisions that lead to triggering the war, and so forth of other purposes that developed by advocates of game theory for analysis the strategic international relations.
the element of material power consider a crucial factor in success strategic playing process, an assumption that enough and the real amount of military power, raise the expected cost of engagement in any armed conflict, and make the parts of the game persuaded that pursue behind any option or decision taken toward this destination would its damages overlap any expected gains or wins from wage the war.
the role of material power to operate diplomatic defense may be reinforced by nonmaterial power or what is called “symbolic power”, which include media campaign, black propaganda, and cyber campaign that target defamation, aggregate the dangers, manage public opinion, create mass, pub fake news, and all styles that directed toward persuading the adversary to do not do any evil actions or prevent him, executive, particular decisions.
