This paper seeks, on one hand, in the development policies applied by Algeria in its relation with the international environment, and in another hand, it tries to deconstruct these policies within their historical contexts, the elite awareness and perceptions, from the centralization to decentralization, then to political openness and changing elitist landscape even with new party actors, not all of the foreseen, real and effective development had happened, nor did the central elites change their perception of development and its policies continued to centrally rely on oil revenues, and as the oil prices dropped down, internal turmoil started as a consequence of good’s prices raise and lack, record oil price rises are often followed by an abatement phase.

what policy can be pursued today with the Russian-Ukrainian war? what are the potential threats and effects on Algeria, expecting a possible economic downturn and which can be great opportunities if exploited well.
