نظرا للتحولات والتغيرات الاجتماعية والاقتصادية والعلمية والتكنولوجية التي طرأت على المستوى الدولي بشكل عام وعلى المستوى العربي والجزائر بشكل خاص، فإنه يتوجب حصول تحول كبير في رسالة الجامعة ومهامها وأدوارها ووظائفها، حيث أصبح مطلوبا من الجامعات أن تقوم بمواكبة هذه التحولات والتغيرات والاستجابة لها ومواكبتها وبضرورة قيامها بوظائف وأدوار جديدة.
وبشكل أوضح، فقد بات مطلوبا من الجامعات المساعدة في حل المشكلات اليومية التي يواجهها المجتمع في مجال الإنتاج والخدمات وإعداد البحوث والدراسات والاستشارات العلمية وتقديمها إلى صناع القرار في جميع مجالات الحياة الاقتصادية والصناعية والاجتماعية والسياسية والإدارية والجامعة المنتجة هي التي تساهم وتتبنى وتقدم أفضل الحلول الممكنة للقضايا الوطنية من خلال ربط الأبحاث العلمية وتوجيهها لمعالجة وحل القضايا المجتمعية.
Abstract EN
In view of the social, economic, scientific and technological transformations and changes that have taken place at the international level in general and at the Arab and Algerian level in particular, a major change must take place in the mission, tasks, roles and functions of the university.
more clearly, universities are called upon to help solve the daily problems facing society, to prepare research, studies and scientific consultations and to present them to decision-makers in all economic, social and political fields.
productive universities are those that contribute, adopt and provide the best possible solutions to national problems by linking scientific research and directing it to address and solve societal problems.
