يهدف هذا البحث لدراسة تأثير الصدمات النفطية المتلاحقة منذ سنة 1970 إلى غاية سنة 2020 على الإيرادات العامة في الجزائر، من خلال التطرق إلى مفهوم الصدمات النفطية والإيرادات العامة بشكل عام، حتى الوصول إلى التطور التاريخي للصدمات النفطية، وكذا انعكاساتها على الإيرادات العامة في الجزائر.
توصلنا من خلال البحث إلى أن الإيرادات العامة تتأثر مباشرة بالصدمات النفطية فترتفع بحدوث صدمات إيجابية، وتنخفض عند حدوث صدمات سلبية، حيث أن الإيرادات النفطية تمثل نسبة مهمة من الإيرادات العامة، لذا وجب على الجزائر امتصاص الفائض من الإيرادات النفطية في حالة حدوث صدمات إيجابية والمحافظة عليها واستثمارها بصفة عقلانية، لاستخدامها عند انخفاض الإيرادات النفطية.
Abstract EN
This research aims to study the impact of successive oil shocks from 1970 to 2020 on public revenues in Algeria, by addressing the concept of oil shocks and public revenues in general, up to the historical development of oil shocks, as well as their repercussions on public revenues in Algeria.
we concluded that public revenues affected by oil shocks, so they it rises with positive shocks and vice versa, as oil revenues represent an important percentage of public revenues, so Algeria must absorb and maintain the surplus of oil revenues in the event of positive shocks, and invest it rationally, to use it when oil revenues drop.
