At the outset, the study aims to highlight the great role played by the Algerian state through its executive tool, the local communities, as a key actor and a major partner in achieving development in its various dimensions, by focusing on the public utilities sector and giving it priority in order to promote it in the various established development programs, because of its link close to the daily life of the citizen.

accordingly, we concluded in our study that the success of any development program depends on the extent to which the citizen accepts it and engages in his endeavour.
