The law is the most appropriate means to control society and modernizing the law in itself is a state project that can only be done through amendments and periodic revisions imposed by the new requirements to keep pace with the economic, social and cultural transformations that society is witnessing.

modern laws carry ambitious and new goals aimed at embodying the rule of law to achieve true equality between citizens; hence the Arab countries sought, after their independence, to modernize their Arab laws by codifying them in order to reach a clear and applicable text while maintaining the authenticity that is subject to disagreement and decline.

nowadays, the lesson has become in the interests of the group, where a social approach has appeared in the legal arena in regulating contractual relations, in addition to the emergence of a participatory approach in preparing the legal rule, as a result of the economic openness that led to the adoption of a set of economic reforms that were behind a profound transformation in the function of the state in the economic field.
