The importance of public procurement is clear and obvious, and it is necessary to allocate it in this article, in order to show the prominent developments that i witnessed during the sixty years of glorious independence, and to highlight the challenges that impose themselves on the process of conclusion and implementing public procurement.

in 1967, the legislator will start adopting texts specific to public procurement, the number of which is six texts that differed in their normative value, in their orientation, content and their perception of the types of conclusion and implementation.

today, after the promulgation of the 2020 constitution, public procurement has been promoted to promulgation by law, and this amendment is considered an important upgrade from a normative point of view, which will be reflected in the procedures for preparing the text of the public procurement law, and promoting it in light of the principle of gradation of laws.
