The interest of the Algerian state in emerging enterprises is recent, especially after the decline in oil prices and the attempt to move towards a policy of economic diversification based mainly on the enterprise and how to create added value and job positions "E-commerce and innovation as a successful model in Algeria, and one most important results reached is that the Algerian state harnessed all conditions and also wrote laws that would support these institution and open the way for young people to enter the world of investment through the new investment law, after a number of amendments that affected its contents, including the facilities that would motivate those wishing to establish start-up enterprises, the start-up "Diyar Desire" for E-commerce and innovation is distinguished from all E-commerce platform in Algeria and even around the world in that it allows the consumer to purchase the good he wants via the internet without the need to move from home.
