Abstract EN

The main objective of this research is to study the role of fiscal policy represented in government spending and taxes in the development of the Egyptian agricultural sector in light of international economic changes (the world trade organization and the international monetary fund).

the research relied on the analytical approach in analyzing the economic policies used in the Egyptian agricultural sector and the extent to which they were affected by international economic changes in the time period 1980-2020.

the research relied on a main hypothesis that fiscal policy has a positive impact on the development of the Egyptian agricultural sector in light of the policies of international economic changes, which included two sub hypotheses.

the first is that public spending has a positive impact on the development of the Egyptian agricultural sector in light of the policies of international economic changes.

a positive impact on the development of the Egyptian agricultural sector in light of the policies of international economic changes, and to verify this hypothesis, the research included a review of the general features of the Egyptian agricultural sector, and the role of financial policies in the Egyptian agricultural sector, through the impact of the world trade organization and the international monetary fund.

as well as the experiences of successful countries in the development of the agricultural sector in order to propose an appropriate strategy for the development of the Egyptian agricultural sector.

the research has reached important results represented in the shortcomings of the fiscal policy represented in the weakness of public spending and the adoption of an ineffective tax policy in the development of the Egyptian agricultural sector.

with regard to the impact of international economic changes, the research showed results, the most important of which is that the adoption of deflationary austerity policies led to the marginalization of the Egyptian agricultural sector.

the researcher recommends at the procedural level the necessity of cultivating basic crops (beans-wheat-corn-rice) without taking into account the economic feasibility of such agriculture, but rather seeking to export it along with achieving the goal of food security.

on the scientific level, agricultural research centers must be developed to allow them to keep pace with the great development in genetic engineering of agricultural seeds and not be satisfied with importing seeds and planting them only.

on the theoretical level, studies and analytical research must be conducted to follow up the production and consumption gap and the extent to which it is affected by the measures that will be applied.
