Development programs in local communities always face difficulties and obstacles، and this is reflected in turn on the reality of the local community and its delay in the economic, social, health and other aspects.

these obstacles are often related to the social reality of these communities, the nature of the ruling political regimes, or the existence of economic obstacles.

and all of these intertwine to be obstacles delaying the provision of basic services to individuals, for this reason، in this research, i touched on the most important political and social obstacles and the nature of the work of executive institutions, while identifying the most important requirements of local development in developing societies.
