من أجل حماية الفقراء والأسر المعيشية الأكثر ضعفا من العوز وتعزيز صمودهم، شرعت وزارة التنمية الاجتماعية، بالتعاون الوثيق مع الجهاز المركزي للإحصاء الفلسطيني، في اعتماد مفهوم الفقر المتعدد الأبعاد في الدراسات الاستقصائية الوطنية للأسر المعيشية.

ويشمل هذا المفهوم الفقر النقدي (فقر الدخل أو الاستهلاك) والفقر غير النقدي مثل انعدام الأمن، وسوء الحالة الصحية، وانخفاض التعليم أو الأمية، والافتقار إلى الخدمات الأساسية، والاقصاء الاجتماعي، والافتقار إلى الحرية والافتقار إلى التمكين الاقتصادي.

ومن أجل تحسين كفاءة الاستهداف البرنامج التحويلات النقدية، اعتمدت وزارة التنمية الاجتماعية مؤشر الفقر متعدد الأبعاد والذي يتكون من سبعة أبعاد واثنين وعشرين مؤشرا وتنوي الوزارة تنفيذ هذا المؤشر في عام 2023 كألية جديدة لاستهداف الأسر المستفيدة من برنامج التحويلات النقدية.

ونظرا لزيادة معدلات الفقر والتدهور المستمر في الظروف الاجتماعية والاقتصادية في قطاع غزة تهدف هذه الدراسة إلى استكشاف النهج الجديد لمؤشر الفقر متعدد الأبعاد في استهداف الأسر المستفيدة من برنامج التحويلات النقدية ومعرفة إذا كان ذلك سيساعد على حماية الأسر وتحسين رفاهيتها، فضلا عن تحديد التحديات والفرص الرئيسية التي قد تنشأ أثناء التنفيذ.

وعليه تم اتباع منهجية مختلطة حيث أجري تحليل كمي للبيانات استنادا إلى دراسة استقصائية وأخذ عينة عشوائية مكونة من 446 من المستفيدين من برنامج التحويلات النقدية، واستكمل ذلك بتحليل كمي يتألف من مناقشات جماعية مركزة لعينة هادفة تم اختيارها من أصحاب المصلحة والشركاء في برامج التحويلات النقدية والحماية الاجتماعية.

أكدت الدراسة بأن المستفيدين من برنامج التحويلات النقدية في قطاع غزة يواجهون فقرا متعدد الأبعاد عبر الأبعاد والمحاور السبعة للمؤشر (البطالة، الصحة، التعليم الأصول، ظروف السكن، السلامة والحرية الشخصية والفقر النقدي).

وبلغت نسبة مؤشر الفقر المتعدد الأبعاد المحسوبة 0.4 وخلصت الدراسة أيضا إلى أن الفقر قد يتأثر بخصائص الأسر المعيشية مثل النوع الاجتماعي والحالة التعليمية وحجم الأسرة المعيشية.

وبالتالي من المتوقع أن يسفر النهج الجديد عن تحسينات كبيرة في حماية الفقراء وربطهم بالخدمات التي تلبي احتياجاتهم المتنوعة على وجه التحديد.

بيد أن نجاح نهج مبادرة الحماية الاجتماعية المتعددة الأبعاد يكمن في تعزيز الشراكات مع مختلف أصحاب المصلحة لضمان قدر أكبر من التنسيق والمواءمة بين الجهود التي تؤدي إلى حشد موارد إضافية من أجل استراتيجية حماية اجتماعية أكثر شفافية وإنصافا وشمولا وأخيرا، يقدم البحث مجموعة من التوصيات لتحسين القدرة التشغيلية لوزارة التنمية الاجتماعية نحو استدامة البرنامج، وتحسين الخدمات، والوصول الى الحد الأقصى من المنفعة والأثر.

English Abstract

In order to protect the poor and the most vulnerable households from destitution and to strengthen their resilience, the Ministry of Social Development (MOSD) in close collaboration with the Palestinian Central Bureau of Statistics (PCBS) embarked on adopting the Multidimensional Poverty concept in the national household surveys.

This concept encompasses monetary poverty (income or consumption poverty) and non-monetary poverty such as insecurity, poor health, low education or illiteracy, lack of basic services, social exclusion, lack of freedom and voice, and lack of economic empowerment.

In order to improve the targeting efficiency of the Cash Transfer Program (CTP), the MOSD has adopted the Multidimensional Poverty Index (MPI) which is comprised of seven dimensions and twenty two indicators, and plans to implement the MPI on targeting the CTP beneficiaries in 2023.

This study aims to explore the new MPI approach and its implications on the CTP beneficiary households in terms of improved protection and welfare, as well as identify the main challenges and opportunities that may arise during implementation.

For this purpose, a mixed method approach was undertaken.

A quantitative data analysis was conducted based on a household survey, sampling 446 of randomly selected CTP beneficiaries.

This was complemented with a quantitative analysis comprised of focus group discussions of a purposive sample of a selected number of stakeholders and partners engaged in the cash transfer and social protection programs.

The main findings confirmed that the CTP beneficiaries in Gaza Strip are multidimensionally poor across the seven MPI dimensions (unemployment, health, education, assets, housing conditions, safety and personal freedom and monetary poverty).

The calculated MPI is 0.4 which suggests that the CTP households are multidimensionally poor as per PCBS classification.

It also concluded that poverty maybe attributed to the households’ characteristics such as gender, education status and household size.

Thus, the new MPI targeting approach is expected to yield significant improvements in protecting the poor and connecting them with services that specifically meet their diversified needs.

The success of the MPI approach, however, lies on fostering partnerships with the various stakeholders to ensure greater coordination and harmonization of efforts that leads to leveraging additional resources for a more transparent, equitable and inclusive social protection strategy.

Finally, the research provides a set of recommendations to improve the operational capacity of the MOSD towards program sustainability, improved services, and maximum impacts.
