Arabic Abstract

تهدف هذه الدراسة إلى بحث العلاقة بين نظريات التقييم وممارسات التقييم المطبقة في قطاع غزة على غرار الدراسات المماثلة، استخدمت الباحثة مزيجا من الأسلوبين الكمي والنوعي الفحص وتحليل ممارسات التقييم في غزة.

استخدمت الباحثة أدوات "النظرية إلى الممارسة" من أجل مقارنة أنشطة التقييم المعقودة بثلاث نظريات هي: الطرق، والاستخدام والقيم.

اشتمل مجتمع الدراسة على مستشارين يعملون في مجال التقييم بشكل فردي أو من خلال شركات استشارية حيث تم حصر قائمة بأسماء مقيمين من خلال معرفة الباحثة وسؤال الآخرين.

بينما شملت عينة الدراسة 46 مقيما استهدفوا في تعبئة الاستبانات بالإضافة إلى 5 آخرين في الاستجابة لمقابلات معمقة.

وجد أن ممارسي التقييم في غزة يتفقون جزئيا مع النظريات الثلاثة للتقييم، لكنهم يستخدمون نظرية مشوهة تمزج بينهم جميعا يقوم المقيمون بعقد التقييم على أنه دراسة علمية انطلاقا من الإطار المفاهيمي للمشروع، ويجبرون الأدوات المناسبة لذلك، ويشاركون المستخدمين الأساسيين في وضع التصميم، ويزودونهم بالنتائج، ويعطونهم توصيات وليس قرارات.

كما وجد بالمقابل أن ممارسي التقييم لا يعتمدون بشكل كامل على الطرق الكمية إنما يفضلون المزج بين الأسلوبين الكمي والنوعي، كما أنهم لا يعطون المستخدمين الأساسيين دورا كبيرا وإنما في الفترات الأولى من العمل.

ووجد أيضا أن المقيمين يفحصون القيم التي يمليها عليهم المستخدمون الأساسيون أو ممولو المشروع.

وتوصي الباحثة بأن يتم تطوير نموذج لتقييم المشاريع من أجل ان يستخدم من قبل مختلف المقيمين والمؤسسات العاملة في تنفيذ المشاريع.

English Abstract

This thesis aims at studying the relationship between evaluation theories and evaluation practices in Gaza strip.

inspired by similar studies, the researcher used a mixed method of quantitative and qualitative tools to observe and analyse the activities of evaluation practitioners in Gaza.

The researcher used "theory-to-practice" instruments to examine activities of evaluation practitioners compared to three theories; Methods, Values and Use.

The study population was consisted of evaluation consultants from whom working individually and within firms.

A list of evaluation practitioners was prepared depending on researcher's relationships and by asking others.

While the sample was consisted of 46 practitioners were targeted to answer a questionnaire, and 5 others were targeted to respond to in-depth interviews.

It was found that evaluation practitioners in Gaza agreed partially with the three theories of evaluation, however they were found using defected mixed theory of them all.

It was discovered that most of respondents apply evaluation as a research form study, use appropriate tools, involve primary users in the process, provide primary users with information about the current work, and give them recommendations about the project development but not decisions.

On the other hand, participants were found do not depend only on quantitative methods for data collection, as well they don't give large roles to stakeholders.

They were found also following values required to project's donors and implementers.

It was recommended by the researcher to work on developing a model of evaluation to be used by different consultancies and organizations.
