Arabic Abstract

الحمد لله على إحسانه، والشكر له على توفيقه وامتنانه، وأشهد أن لا إلا الله وحده لا شريك له تعظيم لشأنه، وأشهد أن محمدا عبده ورسوله الداعي إلى رضوانه، وبعد: فإنه يفضل الله تعالى وتوفيقه تم الانتهاء من هذه الرسالة، والموسومة بعنوان: الأمن الاقتصادي في ضوء القرآن الكريم – دراسة موضوعية وقد هدفت إلى بيان حقيقة الأمن الاقتصادي في القرآن الكريم، وجذور هذا المفهوم في التاريخ الإسلامي، كونه من أهم نعم الله-تبارك وتعالى-على خلفه، وبيان الوسائل المعتبرة شرعا لتحقيقه في الأمة، وما يترتب على فقدانه بين أفراد المجتمع، وبيان أهم المهددات والمعوقات لتحقيقه، وقد اعتمدت المنهج الاستقرائي للاقتصاد الإسلامي والاقتصاد الوضعي والمنهج الاستنباطي لإقامة الدليل الشرعي في مسألة الأمن الاقتصادي وقد توصلت في هذه الدراسة إلى عدة نتائج أهمها: إن الأمن الاقتصادي هو إجراءات الحماية والضمان التي تؤهل الإنسان للحصول على احتياجاته الأساسية لتحقيق مقاصد الشريعة الإسلامية، وأنه نشأ بنشوء الإسلام، ووجد جهاز الأمن الاقتصادي في الدولة الإسلامية متمثلا بالحية، وبذلك سبق الأنظمة الوضعية، وأن أهم ما يهدد ويعيق الأمن الاقتصادي للأفراد والمجتمعات هي السياسات الاقتصادية القاصرة، ومخالفة القوانين والتشريعات القرآنية المتعلقة بالجانب الاقتصادي، ووجود البطالة والفقر، وضعف شبكات الأمن الاجتماعي بين الناس، والإخفاق في بناء القدرات العلمية والمهنية، وحصول التهديدات السياسية والعسكرية، وغيرها.

كما وبينت الكثير من المعالجات والحلول لتحقيقه، منها اتباع منهج اقتصادي حكيم، وتبني سياسات اقتصادية شاملة والقضاء على مشكلتي البطالة والفقر، وتفعيل وتطوير شبكات الأمان والضمان الاجتماعي من خلال تطبيق نظام الزكاة، والميراث، وتحصين المجتمع من الاعتداءات الخارجية والفتن الداخلية.

English Abstract

All praise be to Allah for his grants, and thanks to him for my success to complete this study, which is entitled: economic security in the light of the holy Quran - an objective study.

this study aims at explaining the reality of economic security in the holy Quran, and the roots of this concept in Islamic history, as it is one of the most important blessings of almighty Allah.

the study also intends to show the lawful means to achieve this security for the nation, and the consequences of its loss among members of society, and the most important threats and obstacles before achieve it.

the researcher used the inductive approach to research the Islamic economics and positivist economics, and deductive approach to establish the Islamic sharia evidence relevant to the question of economic security.

the most important findings of the study: economic security refers to protection measures that qualify man to obtain his basic needs to achieve the purposes of the Islamic sharia.

this security emerged with the emergence of Islam.

the most important threats that impede the economic security of individuals and communities are: inadequate economic policies, violation of the laws and qur’anic legislation related to the economic aspects, unemployment and poverty, the weakness of social security networks among people, failure to build scientific and professional capabilities, and political, military, and other threats.

the most important recommendations of the study: the study pointed out to many remedies and solutions to achieve economic security, including: a wise economic approach, the adoption of comprehensive economic policies, the elimination of the problems of unemployment and poverty, activating and developing safety and social security networks through the application of the system of zakat and inheritance, and securing society from external attacks and internal strife.
