Most of the countries of the African continent live in complex political, economic and social conditions, mainly caused by numerous internal and external problems and challenges, resulting in total prevention from achieving the economic progress and the required development.

Yet despite the surrounding conditions of underdevelopment, some African countries proved that it is possible to win the development bet by relying on the capabilities of the state; the Rwandan experience stands out as a pioneering experience in the African continent that can be considered a frame of reference and a model for every country that has suffered from internal conflicts and civil wars.

Building human security along with reconciliation and community security is something that can be embodied in reality, and it serves as the ground and the first rule for starting in any development renaissance or economic take-off.
