The development of human resources is among the policies through which institutions aim to reach the highest levels of efficiency, proficiency and effectiveness.

this is an important matter for all countries, whether developed or developing, and countries still seek to exploit and develop their human resource and consider it the locomotive of development and the main pillar of their institutions in all fields.

some countries have made great strides in developing this human resource, such as the developed countries that are represented in western countries, among them are those who are trying to proceed on the path of development, such as developing countries, despite the many problems and difficulties they suffer from, which prevented them from achieving their goals, and among these experiences is the Algerian experience, which also suffered and still does not make good use of its human resource in order to reach the ranks of other countries.
