تعد المواطنة الرقمية من الموضوعات التي باتت تشغل اهتمام المفكرين من أجل تحليل أبعادها و طبيعتها المحورية التي تدور في فلك تكنولوجيا المعلومات الحاصلة من طريق الثورة الصناعية الرقمية، من هنا نشأ فضاء فكر الحضارة الغربية المرتبط أصلا بمفاهيم المساواة و المشاركة واحترام منظومة الحقوق والحربات المنتظمة في واجبات و ممارسة ديمقراطية حقيقية، لتشكل جميعها روافد فكرية داعمة للمواطنة الرقمية.
اذ لم يتطور هذا المفهوم على صعيد التنظير الفكري والممارسة العملية الا بعد ظهور الفكر السياسي العقلاني و ما تلاها من حركات نهضوية –تنموية تنويرية ركيزتها الاساسية الانسان أولا وقبل كل شيء، و بين هذا وذاك بدأت ملامح استمرارية النشاط الفكري لتمكين مواطنة عالمية عابرة للأفكار و الثقافات .
English Abstract
Digital citizenship is one of the topics that occupy the attention of thinkers in order to analyze its dimensions and the pivotal nature that revolves in the orbit of information technology that occurred through the digital industrial revolution.
A space of thought of Western civilization, originally linked to the concepts of equality participation, and respect for the system of rights and freedoms organized in the duties and practice of true democracy has emerged, all of which constitute intellectual tributaries in support of digital citizenship.
This concept did not develop in terms of intellectual theorization and practical practice until after the emergence of rational political thought and the ensuing renaissance-developmental movements whose main pillar is the human being first and foremost, Between this and that, the features of the continuity of intellectual activity began to enable a global citizenship that transcends ideas and cultures.
