The content of this study revolves as a first idea on the human resource competence, by talking about the legal framework, which it stipulates for the competence of appointed and elected human resource, that is, whether the legal text requires that, in addition it will be a study of the various types of training that a human resource can receive in his career path.

the second idea is about two guarantees that guarantee the integrity of the human resource.

the first is the transparency of joining the public office, by addressing transparency in terms of employment, as well as relying on objective criteria in employment.

the second guarantee is summarized in the ethics of the public service by studying its applications in the laws, with the need to talk about the recommendation of organization for economic cooperation and development regarding integrity.
