نتعرض من خلال هذه الورقة البحثية التركيز على أداء وسيط الجمهورية الجزائري في ظل مؤثرات العوامل البيئة السياسية التي تحيط بطبيعة النظام الإداري والسياسي في الجزائر وذلك وفق علاقة الإدارة بالوسيط الجمهورية ومن جهة أخرى علاقته بالمؤسسة المسؤولة عن إحداثه، فعامل استقرار النظام السياسي يؤثر في طبيعة البناء الوظيفي لوسيط الجمهورية، وهو ما سنحاول الخوض فيه من خلال الطبيعة الإدارية والوظيفية لهذه المؤسسة خاصة من حيث آليات التعيين والمهام التي تدخل ضمن نطاقه، إلى جانب الاستقلالية الوظيفية والإدارية وحتى المالية هاته الآليات هي المسرولة عن تحديد أداء عمل وسيط الجمهورية، ويعتبر عامل الاستقرار هو المسؤول عن تحديد مدى فعالية وأهمية المؤسسة ومن هنا يمكن أن ندرس أداء (هيئة وسيط الجمهورية) من خلال البيئة السياسية.
Abstract EN
In this article, we are going to focus on the functioning of the Algerian republic's mediator given the influences of the political environment factors that surround the foundations of the administrative system in the Algerian state.
according to the relationship of administration to the mediator of the republic, on the other side, his relationship with the institution responsible for its establishment, the factor of political system stability, influences the type and functional structure of the mediator of the republic's job.
in addition to functioning and financial independence, we can study the performance of the republic mediator authority through the political environment.
