Abstract EN

This research paper deals with a topic that falls within the contexts of the institutional reforms undertaken by Algeria in recent years, within the framework of its international commitments on the one hand, and in keeping with the internal demand calling for reform and modernization of local administration, and the adoption of means of digital transition and bringing the administration closer to the citizen.

this paper comes to shed light on the Cap-dal program as one of the outputs of decentralized international cooperation, and to focus on the paths of modernizing local administration in the contents of the capacity support program for local actors (cap-dal), by clarifying the contributions of this program in facilitating citizens' access to high-quality public services, through modernization and modernization of local administration by introducing digitization mechanisms into bureaucratic work.

the study concludes that the international decentralized cooperation (Cap-dal program), has contributed in a relative way to strengthening the mechanisms of digital transition to modernize local administration by calling for the adoption of electronic management mechanisms and local governance in the conduct of local affairs.
