The study seeks to underscore the pivotal role played by university business incubators in fostering the national economy within the emerging paradigm that blends knowledge and innovation as vital assets for the productive process.

it bridges the gap between the economy as a wealth-generating sector and the integration of knowledge and innovation.

specifically examining the landscape of business incubators in Algeria, the study sheds light on their core objectives, which revolve around nurturing nascent enterprises and providing tailored support and training to visionary entrepreneurs, particularly graduates from universities and higher education institutions.

this initiative gained momentum with the activation of the mechanisms outlined in ministerial decision 1275, issued on September 27, 2022, thereby aligning Algerian universities with this concerted endeavor.

however, the study concludes that the state's endeavors fall short of attaining the desired objectives due to the incongruous economic, legislative, administrative, financial, and technological environment impeding the realization of the knowledge economy.
