administrative decentralization was the solution at the present time as a means to this dear, and the administrative organization in Iraq has adopted the method of administrative decentralization according to the Iraqi constitution of 2005.

in addition to the fact that the form of the state is a federal federation, and the regions are administered in the manner of political decentralization as a federal federal state.

however, the practical application was not without conflict and conflict with the constitutional and legal texts due to the lack of legal distinction between administrative decentralization adopted in simple or federal states and political decentralization, which is the distribution of political power between the center and the federal regions in the federal states, which will be the subject of research to clarify this is a mixture of two different systems.
