The research aims to identify the administrative developments that took place in Zliten region before and during the Karamanli era.

also, the study examines the historical conditions of the beginning of the Karamanli era, and the methods they used in managing this administrative unit.

In addition, the research highlights the nature of the administrative body after absorbing a number of local power symbols in the region.

moreover, the research focuses on the process of employ employees and their qualifications, the interference in their specializations, and the levels of laxity and strictness in the implementation of instructions.

the analytical historical approach was utilized to achieve the research goals.

the study concluded that the political development that was crowned with success, accompanied by the administrative progress that the country witnessed throughout the eighteenth century.

Besides, Zliten was not a separate administrative division, but rather belonged to the Sanjak of Misrata, and the administrative life in Zliten was very similar to those in other Libyan cities and regions.

the research showed that most all who held administrative positions in the Karamanli era in Zliten were citizens of the same city, and most of them were appointed to these positions according to a decree of Karamanli Pashas.

Karamanli government followed the containment policy for many local leaders which had a positive effect on transmitting instructions and orders among the people and thus it achieved the intended goals.
