rule & text) is talking about one of the essentials rules which the constitutions always have and this rule is organizing the public specialization for different state authorities.

we discussed in this research the Iraqi valid constitution of 2005 which this constitution depends on the federal form for Iraqi state and not the previous simple form which was the special feature for Iraqi state since its establishe ment of 1921.

we focused in this research on the legal texts and their compatibility for province specializations with the public rules in Iraqi state.

we concluded from this research that there is clear contrast between the constitutional text and the public rules which organize the federal state.
