There is no doubt, that crises, terrorism, violence and poor resource management conditions, poor infrastructure performance, led to the formation of a crowded environment, sources of risk and direct threat and indirect elements of human security for the children in Iraq.

it is no exaggeration to say, that human exposure to risk means a potential deterioration in the achievements of human development and diminished the possibility of sustainability, making it constantly vulnerable to deterioration of the overall humanitarian and service conditions or future achievements.

The challenges facing the sustainability of the development are constantly changing, the children and young people and social environments and built facing different forms of risk require oriented processors.

so that the decisive stages of life, especially the first five years of a child's life, or the transition from school to work, or exposure to the marginalization and exclusion and other operations.

the setbacks in these stages are difficult to overcome sometimes, and leave marks may last a lifetime.

This study attempted to explore the depths of the most important developmental dilemmas and reflection on the Iraqi children, with a focus on changes in the social protection packages and most government activities that promote investment policies in children, followed by a discussion of the most important development choices in children's policies.
