Relying on the criteria of commercial profitability, the researcher reached the most important results that show the positive profitability of the project.

it was found that the investor is able to recover his money within a period of time estimated (9.4) from the estimated useful life (20) years using the payback period criterion, which is a good indicator for the project.

as for the internal rate of return criterion, it achieved a high rate of (6.5) more than the cost of capital, and the net present value amounted to (7,630,000,000) Iraqi dinars, while the criterion encouraged the profitability index because it achieved a ratio of (1,107) on the invested capital for the project, the project contributes to the employment of Iraqi and local capital within the Iraqi economy within the governorate; to reduce investments outside the country, and preserve the invested funds, which amount to about (70,980,000,000) Iraqi dinars, meaning its ability to employ approximately (1,000) workers in the factory, all specializations for the purpose of reducing the unemployment rate in the governorate in particular, while the income distribution ratio was the others are good (74,46%).

it is recommended that the administration of the industrial city provide all data and information to local and foreign investors for the success of the project, and take advantage of the existing lands in the province in order to occupy them by establishing industrial factories, for the purpose of providing job opportunities for the unemployed to reduce unemployment and subject the project to all stages of the feasibility study, and it must be estimated the costs are objectively and accurately, with the expected revenues, based on the feasibility study and evaluation of the proposed project, according to a timetable in order to take the necessary decision for the purpose of optimally exploiting the available resources.
