Abstract EN

The issue of administrative reform is one of the challenges that countries like Algeria seek to achieve, and one of the most important mechanisms that will contribute to achieving reform is the establishment of an ethical charter that governs administrative work, provided that this document is mandatory for all those responsible for managing public facilities.

in this study, work was done to answer the problem of the extent to which the code of ethics can contribute to the administrative reform project.

this paper concluded that the legal system remains incomplete if it is not supplemented by an ethical system embodied in the form of a binding document for all stakeholders in the public sector.

referring to the Algerian legislator, we find that he did not issue this law despite it being stipulated in a group of laws such as the anti-corruption law and the public procurement law of 2023.
