In the previous era, Iraq did not impose restrictions on work.

Rather, it opened the way for work to every person capable of working, whether Iraqi or foreign, due to the lack of interest of the authorities at that time.

However, the situation changed after that and became in urgent need of the authority’s intervention due to the increase in foreign expatriate workers.

In a way that led to frightening unemployment among members of Iraqi society, so legislation focused on workers from the 1920s until the present day, as legal texts were created that serve every stage of time, and texts that had become incompatible with their time were canceled, especially after 2003, when the Iraqi government opened the door to foreign investment companies.

It was stipulated in Investment Law No.

(13) of 2006 that it allows the investor to employ foreign workers in the project in the event that the Iraqi worker does not possess the required skill, and with the possibility of granting residency rights to foreigners and facilitating their entry and exit.
