Abstract EN

This research deals with the study of administrative sanctions as one of alternative sanctions as one of alternative of criminal penalties imposed by adminrstration against violators from individuals and institutions in non disciplinary and administrative contracts acconding to admintrative decisions of punrtive nature with the aim of limiting the disruption of the criminal law to restrict it for certion consideration by placing restirctions on this freedom in normal and exceptional circumstances, and through this study we stand on the concept freedom of movement, its images and characteristics and restrictions impose on if in normal and exceptional circumstances, and the deviation of the executive authority that occurs when these restrictions are imposed and applied in a way that exceeds its purpose and knowledge of the proction established for the freedom of movement of citizens and the guarantees that guarantee the legistimacy of the laws regulating them and the correctness of imposing restrictions on them and the soundness of their application.
