Since the importance of distance learning, the investment is no longer only a local or regional phenomenon, but has become a global phenomenon, as it has a prominent and distinct role in supporting effective learning and sustainable development in its holistic and integrative sense of development.

Especially since the world today is witnessing a major technical and technological revolution whose effects have clearly appeared on the political, social, economic and educational aspects, which necessitated radical and tangible changes in the educational policies and plans of states, and ways of thinking.

This new technology has served humanity in different levels, by Solving problems, the continuing and increasing development of information technology and modern communication has helped to seriously consider reshaping the education institution by providing new learning environments, paving the way for the emergence of a new type of education, virtual education.

This has led states to institutionalize distance learning by integrated legislation, which the Kingdom of Morocco has begun to achieve by legalizing distance learning.
