Arabic Abstract

هدفت الدراسة إلى معرفة التحديات التي تواجه إدارة المعابر الحدودية الفلسطينية وتأثيرها على جودة الخدمة المقدمة للمسافرين، ولتحقيق هدف الدراسة تم استخدام المنهج الوصفي التحليلي، من خلال تصميم استبانة كأداة لجمع البيانات، حيث تكون مجتمع الدراسة من جميع موظفي الإدارة العامة للمعابر والحدود والبالغ عددهم تقريبا (800) موظفا وموظفة، وتم اختيار العينة بالطريقة العشوائية البسيطة لتمثل مجتمع الدراسة وبلغت (260) مبحوثا من موظفي الإدارة العامة للمعابر من موظفين ومدراء مدنيين وعسكريين، ومن ثم تم تحليل البيانات باستخدام برنامج التحليل الإحصائي .SPSS وكان من أهم نتائج الدراسة وجود تأثير للتحديات السياسية التي تواجه الإدارة العامة للمعابر الحدودية على جودة الخدمات المقدمة للمسافرين من حيث السيطرة الإسرائيلية على المعابر وقلة الصلاحيات الفلسطينية، وكذلك وجود تأثير للتحديات الإدارية التي تواجه الإدارة من حيث تعدد الإدارات العاملة تحت هرمها حيث يعد التنسيق بين هذه الإدارات من أبرز التحديات المؤثرة على جودة الخدمات المقدمة للمسافرين، وكذلك وجود تأثير للتحديات الاقتصادية التي تواجه الإدارة على جودة الخدمات المقدمة للمسافرين.

وكان من أهم توصيات الدراسة: استقطاب مصادر تمويل متعددة وجديدة، إدخال وسائل تكنولوجيا عصرية وفعالة واستحداث أنظمة الكترونية يمكن لها أن تنظم تدفق المسافرين للمعبر عند استخدامها، تحسين مستوى وآليات التنسيق بين الإدارات المختلفة، تعزيز المعبر بعناصر جديدة ومؤهلة ومدربة، وإدخال أسس رقابة فعالة.

English Abstract

The study aimed to know the challenges facing the management of Palestinian border crossings and their impact on the quality of service provided to travelers.

800) male and female employees, and the sample was chosen in a simple random way to represent the study population and amounted to (260) respondents from the employees of the General Administration of Crossings, including civil and military employees and managers, and then the data was analyzed using the SPSS statistical analysis program.One of the most important results of the study was the existence of an impact of the political challenges facing the General Administration of Border Crossings on the quality of services provided to travelers in terms of Israeli control over the crossings and the lack of Palestinian powers, as well as the existence of an impact on the administrative challenges facing the administration in terms of the multiplicity of departments operating under its hierarchy.

Administrations are among the most prominent challenges affecting the quality of services provided to travelers, as well as the impact of the economic challenges facing the administration on the quality of services provided to travelers .

Among the most important recommendations of the study were: Attracting multiple and new sources of funding, introducing modern and effective technological means and developing electronic systems that can regulate the flow of travelers to the crossing when used, improving the level and mechanisms of coordination between different departments, strengthening the crossing with new, qualified and trained elements, and introducing effective control foundations.
