This study aims to clarify the role of the government in achieving the local development, where the Algerian state understands the necessity of regular intervention and financial support in order to achieve local development that is considered difficult to verify with the financial conditions of municipals.

therefore, and after the state adopted the new financial system related to the management by results, through the organic law 18 / 15 related to financial laws, a special program was created to support locale collectivities and specifically secure the social and economic development in the municipal which is considered as an alternative to the pervious program of municipals development plans.
