Since Algeria's independence in 1962, seaports have gone through stages during which several methods were applied in their management.

each stage was characterized by the specificity of the prevailing economic system adopted by the state, which affected the level of performance, development and effective returns desired from the activities of these ports with the beginning of Algeria's economic openness and its move towards a market economy, the legislator amended and completed order n°76-80 with law n°98-05 containing maritime regulation.

perhaps the most important thing brought about by this amendment is the creation of an industrial and commercial body charged with managing ports, developing and preserving them, as well as promoting them from a commercial standpoint this body was called, «the port authority».
