Abstract EN

The problematic of this article is about civil-military relations in Sudan, through the employment of a multi-levels approaches and variables, where historical, social, political, security, regional and international factors are interrelated and affecting the role of army in pushing it acting against its do's in preserving national security into an effective player in the process of state building and determining the outputs of transitional paths which Sudan has known in a way political process became at the hands of the military institutions only when underdevelopment political parties suffering from rurality and tribunality and absence of institutionalism.

this study sees that the way out of this dilemma is the adoption of an approach realizing democratic transition starting from regulations industry which represents the methods of describing the establishment of pacts between the actors responsible for the democratic institutions.

they will contribute in redefining the laws of governing concerned with the practice of authority on the basics of the interdependent guarantees according to vital interest for those getting into either political parties or interest groups civil society or military institutions.
