This study examines the attempt to build a new international system through the role of the active forces in international relations in the economic and security fields.

the study also focuses on the failure of international and un institutions to achieve security and stability in the international community, and addresses the international competition between the great powers through the Chinese perspective, which revolves around the expansion of the global market economically, and the Russian perspective, which is trying to expand strategically in strategic areas.

the study concluded that the transition to a multipolar international system depends on the ability of emerging countries to gain new alliances and build strategic relationships aimed at achieving international balance, this requires a concession from the major powers on some of their privileges and acceptance of the existence of other active forces on the international scene.
